Say what needs to improve before deciding how to fix it.
A problem is what needs to improve. A solution is one way you might improve it.
Start by naming the result you want. Then consider different ways to get there. If you start with a favorite solution, you may miss a better one.
A shop has long checkout queues. "Buy another register" is a proposed solution. "Reduce the time customers wait" is the desired outcome. That outcome also lets you consider staffing, checkout layout, or when breaks are taken.
More detail
A solution is a proposed change. An outcome is the improvement you want that change to produce. Start with the outcome, the people affected, and the boundary of the problem before debating an intervention.
For example, "build another road" is a proposal. "Give people reliable access to work" is an outcome. The second framing lets you compare road changes, transit, travel demand, and the location of jobs instead of assuming the answer in advance.
Write a problem statement that someone with a different preferred solution could still agree with. Specify how success would be recognized, and whose experience must count.
